Is adding oil to the 2007 V6 4 Runner inverted oil filter recommended by Toyota before installing?

Personally? No. I have the same 4.0L in my Tacoma with the top oil filter, and sometimes I have, sometimes I haven't. I'm at 100k+ on that engine for what it's worth and I've had it since it had 12. The biggest problem is flipping it over to screw it in after you filled it. It's a bigger mess than it's worth.

I wouldn't worry about it, the oiling system on these engines is pretty well done; I don't see any advantage to pre-oiling the filter these days on modern vehicles.
