Is it possible to set the battery cut off time after engine off?

But why would you want to? Either it goes off with the vehicle or is constant on. I've seen plenty of vehicles now that have their headlights and/or interior lights on some kind of delay setup similar to this. I'm not a fan of these features. I get used to them then switch back to a vehicle that doesn't have it and I end up leaving my headlights on or something.

I want to install a dash cam. But all dash cam have a common problem that they often can not save the last video when the engine shuts off, some because the internal battery went bad due to heat, some because the internal capacitor does not contain enough power to save the last video. So if the car battery can provide power a little longer after engine shuts off it would be great.

Take a look at Power magic pro. That is what I use to control my dash cams. You can set it for different cut off voltages. When you turn your vehicle off, the cam will continue to record until your battery reaches your low voltage threshold that you set.
I've been using 2 for almost 3 years without any issues.

You could also use a turbo timer - old school device that keeps the engine running for a set amount of time. Probably the easiest method (assuming you have a basic dash cam) but you would have to be ok with running the engine for a bit each time you arrive at your destination...

Not all dash cams have this problem. It's really a manufacture defect, that this happens. One of my dashcams did this(It was their first batch of dashcams too, so I can't really blame them). I just ended up contacting the manufacturer for a replacement, and this one is holding up fine, for the past 3 years i've had it since it was replaced.

I was going to suggest a turbo timer too. Super easy to wire up, but from the sounds of it, OP is more worried of issues to possibly come than actually having issues...
Thanks for the info guys. I ended up getting a hardwiring kit from amazon, https://www.amazon.com/gp/product/B072J3L2JN/ref=oh_aui_detailpage_o02_s00?ie=UTF8&psc=1, and connected a Viofo A119 dash cam to the power window fuse. The Viofo A119 has a capacitor in it which suppose to provide power for a few seconds to save the last video after shutting off the engine. I tested the power window and realized that it still had power 15, 20 seconds after engine off. So even if the capacitor fail the dash cam should still save the last video.
Another thing. I thought my 2004 4runner use low profile mini fuse according to all the information I found online, but it actually use mine fuses which has longer metal legs. Luckily the wiring kit got ALL kind of accessories, including a fuse puller even, so the installation went smooth.
