you have a couple of options....
if you have a 1996-99 you can upgrade to 2000-02 housings and get much better light output that way,
or you can install aftermarket driving lights like PIAA, hella, IPF, ect.
or put in different higher wattage bulbs.
however i would not recommend putting in higher wattage bulbs without some more serious modifications such as, higher amp fuse(not hard to do at all), higher amp relay(a little harder), bigger gauge wiring harness with better plugin(much harder and very time consuming. i have run higher watt bulbs before and ended up melting my wire harness and shorting out the entire lighting system, and almost caught my truck on fire... not cool. your in the city man, SF has a ton of street lights(i used to live in the bay area), while you might get away with it in town and never had SFPD give you any issues, i suspect CHP will if your out on the hwy and freeways.
if you just have to have some higher wattage bulbs, then i have a set of H4 100w lows/140w highs that ill sell you, never been used. you will never again complain about how you cant see or how poorly they light things up, and they are not blue or yellow of green, the look like your standard bulb just with a super big filament and super Fing bright

yes, basically what toyota did, is they changed the lens... instead of having all of those cuts or "fluting"(those lines in the casting, that go up and down and side ways and angles ect -they help channel or disperse the light to where it needs to go ) in the lens that the 96-99s had, in 00-on they gave the trucks a perfectly clear lens and made the reflector have all the cuts or fluting in it, and it works better, the fluting in the lens "soaked up" some of the light output and you would lose some light.

if you do the swap, id also throw in a set of PIAA or IPF bulbs, like other people have said they are the silvania silverstars but they dont last and for the same price you can get PIAAs, they are the bang for the buck IMO they have done a ton or R&D and their lights are used around the world by professional race teams from WRC, 24hr LeMans and SCORE truck series... they are DOT approved and only draw the 55/65w that your stock ones do but put out the light of a 110w bulb, and its clean white light, not faded yellow or blue like the HID in non projectors. you can get a set or PIAA h4s on ebay for like $40-50 all day long if you cant find them at an auto parts store, and you will probably pay more like $60-80 at a store for them... check out their web site PIAA

while yes this is true, it depends on what month your 99 was made, some came with the "clear" lens and some did not, it wasnt till the spring of 99 that they switched... so thats why i just say 00 and newer have the clear lens, to avoid any mistakes... but yes you are correct
