is the 3.0 Lt a non-interference engine

If the timing belt break on a 95 will it destroy the enging or is it also like the 3.4Lt and is safe?

The 3L V6 is a non-interference engine, if the timing belt breaks, you will not have engine damage from the belt breaking.

I hear the general rule on OLDER Toyota engines (maybe pre 2000?) is that a timing belt is always an indication of a non-interference engine, and a chain is an interference engine.

the v6 is a non inteference engine and the 22r is a inteference.Don't wait for it to break before changing it though.It's a little difficult but more so if it breaks.
