I wish! Definitely the nicest rear I have ever seen. He built it custom himself. I visited with him about it at AZROCKS a few years ago when he was there. Super sweet rig indeed!

Far as I know he built it from scratch. Should be on his Build Thread on Toyota120.com

Why not shoot him a PM on that forum and ask if he'll consider making one for you?

Bringing this thread back from the grave, as I just received an email inquiry referencing this exact bumper. For anyone interested, I make weld-together rear bumper kits that are a similar half-height design to this one. It's also available with single and dual swing carriers:
