Is this engine bay cross member welded to the body?

I'm cleaning up some poor repair work on my new '96, and after banging on this piece for a while with a mallet, I've decided it might be easier to just swap in one that wasn't in a fender bender. I glanced down in there with a flashlight and it looks like it might be welded to the other body structure behind the headlight assembly, but it's also bolted up top, so before I went to digging I thought I'd ask if anyone knew if it was possible to remove it without cutting.

if you are referring to the radiator support, it is spot welded on. There are a couple spot welds where the the last bolt is for the fender, and then kinds makes an "s" down along the inner fender apron to the frame where it bolts on. To remove you need to get a punch and a spot weld bit..and of course remove everything in front of the support.
