Sounds like valve noise to me, might need to have valves adjusted.

Sounds like he has a very wet belt, considering the rain, that may be slipping on a pulley...

Just throwing this out there as a had a low rpm tick until I did my timing belt, have you had your timing done? At the time, it sounded to me like a valve tick..........
