Says my 1996 Toyota 4Runner SR5 is worth $7 grand, private sale, trade in or the other thing. Do you think this is right?

Yep......unless its got low miles (under 100,000) its pretty much spot on. If your "over 200,000 miles, deduct about $500 - $1000.
I have found that well taken care of 4Runners are so popular that the actual market is higher than blue book. If you really look at craigslist, autotrader, and other sites I think you will find the same thing.
Selling in the spring/early helps too (think weather, graduation and students working in the summer).

the used sell value of cars and trucks is at a 10 year high as of May this year. It has been in the news.

Sorry to say BUT, that does not apply to all vehicles. Basically covers vehicles that are getting better gas mileage. Don't let a salesman tell you it applies to everything.

It really depends on where you are located. Prices vary a great deal depending on the area. In my area 7000 would be very high, almost twice what many sell for if bought from a private party.

Most 4 Runners in good to excellent condition sell for MORE than KBB.
In fact damn near everything sells for more than what KBB says.
I sold my old 1994 Jeep YJ that I had for 9 years with 141,000 miles on it and in at best "good" condition, pretty much dead stock just replaced the header & the rag top is all, as usual the paint on the hood was virtually gone.
I sold it for $4,900 cash and it sold in 3 days, probably could have sold it for more, I had about 5-8 emails everyday, most Jeeps just like it or not quite as good in the area were going for $5000+

Personally I wouldn't even bother going by what KBB says, best to look at what people are selling them for in your area.

Spot on? Your about $2500 too high, I bought my 98 in February for $4100, book value was $5200.
