Key fob problem

I have a 2000 4runner and the keyless entry is not working properly. I tested the remote and all buttons are sending a signal. I have tried to reprogram it several times and all I can get to work is the lock button. The Lock button will work fine with both keys but none of the others. Just looking for some ideas.

The reprogramming process can be stubborn, but that's most likely what you need to do. I bought my 2000 a few weeks ago and one remote would lock and nothing else and the other would do nothing, but both passed the signal tester. I put new batteries in both remotes and nothing changed. I followed the reprogramming instructions but it took me several tries to get it to work. It doesn't seem to work well if you try to read the instructions and execute each step one by one as you read. You need to memorize the steps and do them with a sort of rythym or cadence and don't mess up a step.

When you get to the part where the next step is to push a button on the remote, do you see/hear the door locks cycle as they are supposed to? If so, are they doing it once or twice? If twice, start over.
