Keyless Entry/Factory Alarm System?

So, I have a 99 Runner. Not SR5 or Limited, just plain old vanilla 4Runner :)

I have the little black Factory Alarm system (not really sure what to call it) with the LED and everything. The LED doesn't light up when locked or anything. So is there any way to check if it has an alarm system that has been disabled or if i can get a OEM key fob and program it? (The previous owner didn't have a fob atleast to my knowledge, we just got the key). Thanks guys!

I have a 97 Limited. My LED didnt light up so I bought a VIP3000 (the black box) one from a fella on here who was parting his out. I plugged it in, Whole system works now. Open the VIP3000 security box under the seat (after youve hit the hidden green button and made sure its not working properly) and look at the circuit board. If it has ever gotten submerged or wet you'll see if the board is fried and fused some circuits together. be careful, if you damage the security system the truck may not start.
 
Do you have any pictures of the box? Cause I looked under the driver seat and there isn't any box jumping out at me...But there is a wire? I don't know hwat it is or where it goes to...
 
If you don't have a box I'm guessing you don't have the set up? I just reprogramed a new fob for my 97 SR5. My LED lit up when I reprogramed, but I've never seen it before? The alarm does sound though.
 
that's the one I have, but it is near the ebrake, center console area. The black box should be under your driver's seat, maybe 5" x 5" or so? On the side closest to the door you should see a very small green button along its side...Maybe it was taken out?

(It's to the left of the steering wheel close to where a Rear Locker switch would be only further in. I'm assuming the alarm is not active since I've hit my car accidentally playing Ultimate Frisbee with discs before and no alarm. The LED doesn't work either
