I ordered some $20, 7 Watt bulbs off amazon and while they probably put out more light than the stock ones, they don't do so in an effective manner. I can't see any better with the new ones. Waste of $20.
If I were to make a recommendation though, I'd get some like this instead (in other words, not the projector-style ones).

I ended up going with these:

I installed one bulb and stood behind the truck to compare the difference
and they are brighter than the stock bulbs. In fact, it hurt my eyes to look directly at the reverse light. I tried to take a picture but I wasn't able to get a good one.
Although this is a 2007 4Runner, the 1999 4Runner takes the same 921 bulb:

*Years ago I replaced my 1999 taillight housings with the 2001 version - they are more clear with better reflection.

A better solution to weak reverse lights
Finally you can buy sealed bright LED flood lights for the back of the 4Runner. I picked up a pair for $40. I used one for the front paired with a spot light and one flood for the back. If you want to see where you are going, you will like these. The beauty of these, if some loser steals it, you haven't spent more than $20 for the light. I mounted it to the side arm of the trailer hitch just forward of the cross beam. So its solid and protected.
These lights pull 1.5A at 18W which is basically a replacement for one of the incandescent lights. I pulled the driver's bulb and tapped into the factory wires behind the tail light. Considering the reverse lights are on for only a few moments, it doesn't matter to me if I only have one bulb in the passenger side tail light housing. The last picture shows trees about 40 yds away.
