Damaged the license plate insert panel on my liftgate (2000 SR5) and it does not sit flat now as one of the prongs broke.. Is there a name for this panel and is it easy to remove and replace? I hate the gap that has been opened up inviting water and other crud into the lift gate.

It's called (by Toyota) the back door garnish. The part number for your SR5 should be 76801-35300-B0, but check with a dealer before ordering - should be in the neighborhood of $200. You can occasionally find the pieces on eBay, but make sure it matches yours - the earlier trucks like mine had the emblem on the garnish piece, but later ones had it on the liftgate itself.
The install isn't too bad, but you do have to take off the interior trim and remove the rear panel from the inside. It takes a bit of finagling, but overall, not terrible. I made a YouTube video when I rebadged my truck to a Hilux Surf that shows inside the hatch when I reinstall the trim piece, which may be of use if you decide to undertake the replacement. It is embedded below.
