Liftgate shroud

Not sure what it's called, but I need to remove the exterior plate/shroud that covers the bulbs that illuminate the rear license plate. The (chrome?) shroud is contacting the painted surface of the liftgate and causing corrosion which needs to be cleaned-up.

I found a removable panel on the interior or the liftagate, but that doesn;t seem to reveal anything....?
