I recently noticed some bubbling on the paint on my rocker panel, driver side, on my 97. I decided to investigate and I have worked down to bare metal where I'm seeing some rusty pockets and I'm trying to decide what to do. Hoping someone has an idea of what the best approach is for this.
Here is a picture of the issue. The rest of the rocker panel and the entire vehicle is pretty much rust free. I just want to nip this in the butt early and never worry about it again.

I thinking the options are:
1) There's not that much rust, throw some rust converter on it, add filler, paint over and quick whining.
2) Cut out the bad stuff and bend some metal into the general shape and weld it in.
What do you think the best approach to this is? Maybe I'm worrying over nothing but I know rust is cancer.
