Loading up the sliding tray

I know there's weight limit on the tray, but is that only for when you're actually sliding it? 400 pounds is only 5 bags of concrete and occasionally I know I will need to load it up with more stuff.

I'd assume that is only for when the tray is pulled out (fully extended).
