Loose seat belt

When i undo my seat belt it dosent get retracted back, most of
it keeps dangling and some times it gets caught on the door when i get out and close it.
Is there a way to make it tight again?

I used to have a 98 Camry and it did the same thing.

I think the real culprit is that the belts get dirty and don't retract correctly anymore. I tried tightening the springs which didn't do anything.

I ended up just getting new belts from Toyota. I figured after 10 years it wouldn't hurt to replace them.

They work like new again (of course they are).
