Low idle and sometimes shuts down

I've posted something around this years ago and wanted to see if anyone else has run into this problem. I have a 1999 Limited 4x4 4Runner and I've had this problem for years.

When I'm driving at normal speeds and slow down to a stop at a red light or whatever, my 4Runner will idle around 700-800 RPMs and then slowly drop down to 200-300 RPMs where it will then flutter and shut down if I don't tap the gas. After I tap the gas, the RPMs go back up to 700-800 and I'm good till the next stop. It does the same thing if I throw it in neutral with hovering around 700-800 and will slowly drop to 200-300. The only good thing about it being in neutral is it doesn't look like i'm power braking when i tap the gas. :/

It never does this when the engine is cold or if I am driving down the road. It only occurs once the engine is warm but it is not consistent. However, it will happen multiple times a day.

I have run Shell Premium gas for two or three tanks along with Lucas fuel treatment and I have done a throttlebody cleaning multiple times. I have done all the routine maintenance and typically change my oil around 3000 miles. I now have just over 250,000 miles on my 4Runner but it has been doing this for years. My engine light is not on and there are no error codes. As I mentioned before, I have dealt with this issue for many years and it's not that big of a deal as it is more of an inconvenience.

Any ideas?

Maybe check compression...and plugs to see if you have any oil residue on any of them. Also, could be a vacuum leak in my experience.
