also depends on what band you want. some of the "export" designation cb/ham radio combinations can go from 10m - 11m and possibly higher (they have multiple channels plus SSB and FM).
unfortunately, you can't use them on 10m w/o the proper licensing, and they are illegal on the cb bands because they exceed transmitter output (many put out much more than 4w AM).
i guess you could listen on 10m, but not transmit (i'd assume that would be like listening to a scanner).
to go down to 2m or something, you'd need a whole different antenna, so that would mean some kind of antenna selector box inline w/ your radio -> antenna, etc...
i plan on running a HH 2m once i get my license, so i can run my cb w/ 102" whip and not have to add another external antenna (plenty of repeaters in my neck of the woods). that, plus i can take it w/ me when i go to work, camping, etc... and just scan the bands when i get bored at work.
