so I have two 2017 4Runners Limited same color - gray - I am sure that matters ;)
each truck has around 6K miles so both are brand new.

One of them gets exceptional mileage - not exactly sure why
The only difference is one has 7 seats (3rd row) the other only 5 Seats

What could it be ? It drives me nuts.

2017 Limited 5 Seats 24Mpg -I could easily do 500 miles with a full tank of gas (usually ~20ga with very small variations)

2017 Limited 7 Seats only 21Mpg (still within factory specs so there won't be any service manager sympathetic to "my problem")

Obvious same drive pattern (usually more than 60 miles a day) , same spot @my local gas station, mileage is
hand calculated (although I find the on-board computers to be spot on in calculating the average mpg)

Swapped the tires between truck (bridgestone vs dunflops) switched from 20" to 17",
tires are inflated @35psi and alignment is within specs, tire play vs brake pads looks ok to me
Each has had an oil and air filter change -still no change

I am also thinking to swap the 3rd row seats and trade the one that has worse mileage - is my plan realistic ? ( I know that i might loose the 3rd row airbags and such ... still I'd like to use the 3rd seats them every once in a blue moon)

Please somebody solve this mystery for me so I can better sleep at night and keep and them both 4ever!

With all else being equal, I think the third row, with it's weight penalty, is causing you to lose the ~3mpg.

Maybe the difference in curb weight?The regular 5 person vs. the 3rd row 4,525 to 4,805 lbs? All still way better than mine. Mine stock was only getting 20-21 on the highway. I would be happy with either. Good luck!

This brings up a question I've been pondering. With my 7.3 excursion I can get the fuel filled right up to the top where the fuel cap screws on, I can put 2.5 to 3 gallons of more fuel in when the foaming goes away, after the nozzle shuts off. The fuel tank venting system is very simple on this truck.

The most important part of checking mileage from tank to tank is to be able to consistently put the same amount of fuel in each time. I find all gasoline engines to be somewhat difficult to determine mileage because I am not certain I've matched the fuel level as the last tank. The fuel does not foam but the tank venting systems are way more complex and there is always the warnings about topping off the tanks and if you do this can damage some of the emission systems, and with the closed off nozzle opening you can't see the fuel level.

I've been able to put as much as another gallon after the nozzle shuts off, that can push a reading by one gallon based on the t4r capacity. With all these variables i'd say your readings are very close, and nothing to worry about especially if you have two drivers and two tank fillers.

Correct
I am very aware of the fact I could add ~2.5 more gallons after the automatic top off
of course all my tests were equally consistent as 2.5 gallons is not something to be ignored.
That's like 50 or 60 miles depends which truck I am driving :)

Add weight to your 5 seater so they weigh the same, simple test

Just googled "4runner limited curb weight" and got your exact specs
but I think the difference comes more from RWD vs 4WD rather than 5 vs 7 Seats
 
Why does one truck have 17's and the other 20's? Limited's all came from factory with 20's, did they not?

As a possible heads-up, I have a 2001 4Runner that developed a leak at where the filler neck attaches to the fuel tank. It MIGHT have been caused by me doing what you do with your Excursion - filling to the gas cap. Did that religiously when maxing out fuel discounts at Kroger. Fuel isn't typically supposed to live there, at lease not for long periods. May not apply in your case, but I THINK it caused that problem for me. Fyi, just in case.

I swapped both from 20" to 17" but to tell you the truth there was no difference whatsoever.

I believe the 20" wheels are a little heavier due to more metal in the radius of the rim
Again both truck were tested in equal condition.
I even dropped the spare of the 7 passenger since I guesstimated the added weight of the 3rd row seats weight to be around 80-90 pounds.
