Not sure about private messaging, but I just went through this. I only needed to make 14 replies before my New Thread button was activated.

Just look at the info under your username on any post or reply you make.
Says number of posts right there.

I would assume (along with most others here) that it's 15. Probably implemented to prevent random people, spammers, and bots, from harassing users.
