a small amount of smoke coming from the dipstick tube with the engine running is normal, and HARDLY a sign of a "shot engine". It would more than likely only need a PCV valve replaced.
 
Ok, I finally got a hold of the seller. I couldn't reach him yesterday until the late afternoon time. I was pretty sure he had sold it, but lucked out.

I asked him why he is selling it and he told me that he found a great deal on another car and bought it. Wants to sell this one to recoup his money on that car purchase.

I also informed him that 4Runners are very prone to rusting. He took a look and told me it was not bad at all. He said of course there was some as there is with every car, but it's actually pretty clean. I asked him where he the original owner lived who he purchased it from. He told me he purchased it from a gentlemen who lived in southern Illinois but he does know that it was kept in a garage.

So, I am going to look at it today at 4:15. We will see how it goes.

I'm still very nervous to buy a 15 year old truck with such high mileage, but I'm trusting you guys that I'm not buying a pile of junk. :bounce:

You need to look at it and make that decision yourself. Every car is different, and you need to look it over like it's a 15 year old truck with high mileage.
