New owner 4WD question

In about october I bought a 1993 4Runner. Not long after I bought it I noticed a plug that runns to the front diff disconected and tied aroung the trans cooler lines. About 4 months ago I noticed the 4WD light flashing and the automatic lockers trying to kick on. I changed the oil yesterday and noticed 2 wires that appear to be shorting out on the oil filter, and looks like the connecter might have been melted or cut off. My guess would be that those wires are to the 4WD light and when the light comes on it tries to engage? Any guesses.

Also I need a rear center seatbelt hook and when I mention 4Runner to any of the junk yards around me they laugh and say they have nothing for 4Runners.
