New strut is shorter than new PP spring?

I just got new Performance springs in the mail and new monroematic plus shocks and struts. I set a front spring on a front strut and the piston is about 2 inches lower than the top of the spring. is this normal? Do I just compress it that much?

Make sure you have the spring on the right side since I think one of the front coils will be a little longer than the other and that is normal.

There is a post on a different Toyota forum on the subject of Billsteins, not saying which site as I believe it is against the rules or causes some controversy. The point is someone took a picture of a HD Bill next to the stock Tokico and it does appear to be several inches shorter.
