You are pushing the lever down to set it after pushing the button in right? If yes, I have no idea what the problem is, lol.
Keep in mind the cruise control switch might be different depending on what year your runner is. So if that makes no sense just ignore it.

I had to fix that same problem on a different make of vehicle the other day and the problem was a broken vacumm line. Look under the hood for a small plastic line that is severed. I would start by locating the cruise control box under the hood and follow any lines coming or going from there. Otherwise check any lines coming off the intake. This is where "vacuumm" is formed.

Oh yeah, that last post was assuming that vacuum is what regulates the cruise control on Runners.
