No low beams, no high beams, electrical gremlins?!

This is a crop of the Wire Diagram I purchased for this model and year;

-- Toyota 4runner 2000 SR5 4WD

I have circled the diode where I believe I am losing ground with the wire harness in red. The location is noted in yellow, but again, I cannot seem to locate this unit. Any thoughts or guidance here would be a huge help.

Based on this diagram - the NO state of this relay is for the DRL circuit to be on. Whenever the coil is energized, low-beams are supposed to come on and the DRL resistor is bypassed allowing the headlights to connect directly to GND.

When I jump pins 1 and 2, my low-beams return, but they stay on even when the stalk combination switch is off.
Weirdly, when I probe pins 3 and 4 with my multi-meter, I am getting 1.1v consistently. Not 0v, not 12v. Is this a sign the diode is even bad? Perhaps this issue traces all the way over to the DRL Relay Main controller board and the DRL Diode #1 is fine?

Hi-beams still do not toggle on, but will flash.
Fog lamps still do not get power.

One last peek up inside the dash on the passenger side. This is above the return register for the A/C. There is a group of plugs taped to outside of another leg for the wire harness (circled in green). I wonder if this is where I will find the diodes I am looking for?

Please let me know... I'd really hate to take all of this apart just to find yet another plug.

I'm having some headlight issues myself, No power to the headlight relay is my issue. No low beams or high beams, no power at the headlight sockets. No high beam light on the dash, is this my stalk?
