no resistance when turn gas cap counterclockwise

when I loose the gas cap, there is no resistance (feels like the cap is not tight)
kinda new to 4runner so want to know if its normal or not (no CEL tho)

When you turn it clockwise to secure it, it clicks, that's how you know it is closed/locked securely.

In loosening the cap (counter clockwise), the cap will seem loose and there are no clicks. There is very little or no resistance when loosening the cap.

If there are no lights (or CELs) appearing on your instrument cluster indicating a malfunction (faulty cap), then you're ok.
