Noise when A/C is off. Sounds like an A/C window unit.

There is a noise that sounds like an a/c unit that presents itself even when the a/c is off... it's kind of bugging me a little. could it be the compressor? condenser? i really don't know anything about the a/c system but what ever it is, the noise seems to be coming from under the passenger side dash where that black box is... just wondering if its something to be worried about. Thanks!

Could it be the fan for the rear seat heater? I know when I first got my 4runner I would sometimes hear that thing running and it drove me crazy trying to figure out what it was. The switch should be on the back of the center console.
