Now I'm confused (10/03updated w/pics)

I just got my 95 4runner and it's clean and functions well except for the rear tailgate. I know that the window has to be down to put the tailgate down, but even with the window down the tailgate wont open. When I pull the handle it's just like trying to open a locked door. Nothing. Any help would be great. Thanks All

there is a window lock pull-tab next to the tailgate handle that must be pulled up or the tailgate wont go down. the tab will only go up when the window is completely down to prevent accidental opening. when the window is rolled up, the tab automatically goes back down. also, when the tab is up, "BACK WINDOW" will appear in you instrument panel.
 
Sorry I totally forgot to put the lock info in. The window is completely down and lock stays in the locked position and won't budge. Any other ideas? Other than that this truck is great!
 
it might be a spring issue. there are several spring loaded arms inside the tailgate, one of which operates the lock mechanism. pop of your carpeted panel on the inside of the tailgate and take a look if you have any missing or broken springs. it will be obvious as to where springs should belong.
 
there is also a trigger that lets the lock tab pull up only when the window is all the way down. if the window is all the way down and the tab still won't pull up then something isn't engaging that trigger inside the gate.
 
Alright. I figured out where my problem is but I dont know how to fix it. I'll link and try to post these pictures. The metal bar that the red arrow is pointing to isn't sliding to the right allowing the lock tab to be pulled up. What here wouldnt be engaging?
