Odometer cluster replacement

Long time ago, my odometer reset itself and never went past 8 miles. Thread here https://www.toyota-4runner.org/1236471-post26.html

Never cared about it, still don’t. But recently my wife is bugging me to get it fixed, because the way it is now - the insurance cost us more (since we can’t prove that is barely driven these days).

Suppose I get a replacement unit from ebay or a junkyard, Would any reprogramming be necessary (as in - telling the ECU about it) or it is just a straight swap?

I'm pretty sure the mileage is stored in the vehicle's computer, not the cluster itself, so swapping clusters will not change the mileage. You may need to transfer mileage data to the new cluster if replacing it with a used one.

Don’t these two sentences contradict each other?

The mileage is most certainly stored in the cluster. Whether it’s available anywhere else doesn’t mater, because when the cluster is replaced, the mileage displayed will be whatever mileage is stored in the replacement cluster.
