Take a look at the Colt LE6920 M4 Carbine. They're around $900. Armsunlimited is selling them right now for $875 with free shipping. https://www.armsunlimited.com/Colt-Law-Enforcement-M4-Carbine-p/le6920.htm. Throw on a match grade barrel, free floating hand guard, Geissele SSA/E trigger and some decent glass and you'll have a heck of a shooter.

Why would you do that when you can buy or build an AR with said barrel, handguard, trigger, and gasblock?

Despite Colt's financial woes, the consensus seems to be that the 6920 is still the "gold standard" for off the shelf carbines. That's a great price, too.
I've heard nothing but good things about BCM. Not too familiar with PSA, but it would be fun to build my own.
This is going to be used generally for the range, <500m. Reliability is my main concern, just not sure what the best carbine length rifle for the money is. I don't care if it's off the shelf or a custom build.

In my opinion, as long as its not under or over gassed, you shouldnt really have any problems. I personally run adjustable gas blocks so I can swap uppers and lowers more easily. But even if you dont to do that, or you dont want an adjustable gas block, you can just tune it with a different weight buffer. There isnt *that* much to it.
For a standard range gun, plinking, SHTF gun, I wouldnt go with a SS "match" barrel. (I use that term loosely, theres a difference between a 200-350 dollar "match" barrel and a hand-honned, 500 dollar barrel if you are REALLY chasing accuracy) My SPR 18" build has one, but it has a 2.5-10 on it and I built it for that.
I'm kinda rambling, sorry. I like building them, so I always recommend that. In general it is *really* hard to go wrong with an AR platform these days. The Colt is fine and will hold its value well, but I could build a better (to me) gun for around 600-650.
PSA builds a bunch of cheaper, mil-spec stuff that is 100% GTG. I have a BCG and upper/lower on that SPR build, and they are perfectly fine. What really matters is the barrel, trigger and optics choice.

No need to build.
They sell pre-assembled "blem" lowers with B5 Systems furniture. Their builds are quality with their own buffers, build kits, and they even stake the castle nuts.
A complete one will run you 140-150. Plug and play on your BCM complete upper of choice and you have yourself a great rifle. They only sell the B5 stuff when they get enough blems to build a run (but it's several times a year) and I've hoarded quite a few for upcoming projects.

Is there a reason why you prefer a carbine length over a mid-length? Reliability? Have you shot different configurations to know what fits your style of shooting? Do you or your friends have access to the tools and knowledge to make changes safely?
If you're looking for a complete carbine length AR, Colt 6920 is still the gold standard. BCM is also a great brand and would trust my life with it.
I wouldn't call buying a complete lower and complete upper as "building" but there are enough quality options out there to buy both separately, push two pins and you're ready to go. Again, complete BCM uppers are hard to beat.
If you decide to build from the ground up, then I recommend sticking with higher quality parts to avoid tolerance stacking. Also, make sure you get your bolt headspaced to your barrel.
I recommend shooting as many configurations as you can before you buy anything. You may find out that what you think you want isn't what fits. I've gone the complete rifle route (6920) and build route (556 and 308) and prefer building.

Except the purchase information paper trail on the end of the 80/20 vendor--like when the ATF raided Ares armor for their documentation.
...unless you got your 80/20 lower at a gun show, it will still have a paper trail.

That's been mostly my experience with BCM.
They're super well made, accurate, and durable.
