Oil cannister drain

Perhaps I am doing something wrong, but what is the point of the drain on the bottom of the oil filter cannister if it does not drain the housing? I use Toyota filters as they are a third of the cost of aftermarket and they come with all O-rings plus the plastic drain insert. BUT, only a small amount of oil actually seems to drain, then when I use the socket to unscrew the cannister a TON more oil drains out? Why would it not fully drain the housing? It ends up covering my socket, hands, housing, tools etc in oil, which is not a HUGE deal to clean off with some brake clean, but why would there even be a drain if it does so little? Am I doing something wrong?

I copied this from a great write up from [MENTION=65614]Antman[/MENTION] for an oil change.
This part stops the big flow you are getting.

Once the oil has stopped dripping, push the plug to the side to pull it off. This part is neat- toyota designed the plug to pull the old O-ring off with it! Kinda cool the way they did that. Both of these parts are trash. It's Ok, throw them away.

i may have used that once it the past 3 years. I just take the housing off and clean up the mess not much though.

Thanks! That is pretty much the same process I follow. However my main question was why so much additional oil spills around the oil filter housing AFTER using the drain. Seems pointless to even use it if you're still going to have the housing still leak, might as well save a step and just drain it straight from the housing when removing.

The spring is super tight and very hard to get to drain with those plastic nipples. I use this and it drains all the oil out, works great
