Painting advice needed

I recently purchased a 2005 SR5 in silver. The paint on metal surfaces is in good shape and will look great after some TLC. The plastic painted surfaces, especially above wheel wells are a different story. At some point I want to get it painted, but prep myself to save some dough. I may even pull off the affected panels and just have those matched as well as possible.

The surfaces are not only oxidized, but rough/pitted as well. What do I need to do to prep this? Sand? Fill and sand? Sand and Seal?

Let me know your thoughts. Thanks in advance.

You can either A. buy new prepainted trims and moldings and replace them. I did that with my spoiler after smashing it first time off road with the truck...oops.
B. If you feel handy with some masking tape and spray can, you can buy a can or two of decent oem matched paint and shoot the moldings yourself. I would try to find a good single stage paint so you don't have to shoot a clear coat. A little light sand and shoot. Then color sand if necessary and wax. Titanium metallic is the official Toyota name for that color, paint code is 1D4. You can find this number on the door tag on the driver's side.
