I agree, which is why I did almost exactly what your are contemplating on my old 97' (I color coded it), the issue: paint adhesion.
You have to really, really, scuff up the chrome. It would be best to sand blast it if you can. If not get a wire brush attachment for a drill and go to town. You'll should use acid etching primer as well before you paint as it will help. Even with these steps you might not get lasting adhesion that will not flake off, I did get it everwhere but the corners where I didn't spend enough time scuffing "the first time".
