Painting Center Cap

So I'm getting my 2006 17" rims powder coated and I need to paint the center caps. They are plastic and I wanted y'alls input on the best way to get a solid tough paint on the center cap.

I was thinking getting the factory silver paint off with a plastic safe paint thinner. Prime it with a primer spray, spray a plastic specific paint (flat black), and then an acrylic clear coat finish...

am I on the right track. what was your experience?
