Passenger adjustable seat on 2003 limited

I know the driver seat you can adjust forward, backward up/down, tilt back and forth and has lumbar. But with my passenger seat it has the same plastic control but only allows it to tilt the back forward and backwards, and move the seat forward and backwards, no up and down control even the the cutouts on the plastic are there. Is the function broken or is it just not an option?

Everyone who gets it my runner comments on how high my passenger side seat sits. My brother even refuses to ride in it since his head is so close to the roof. Any comments are welcome.

This is the very first thing my wife noticed when I got home with the 4Runner. It's "normal" but it's stupid. Her specific complaint is that you cannot tilt the front of the seat upward any, and so she keeps sliding around in the seat. Slick leather and women's clothing don't mix. I tried conditioning the leather to moisten it up a little with no luck. So I ended up shimming the front of the seat up with washers on the bolts. Helped a little. But it would sure be nice if the passenger seat moved exactly like the driver seat. Was that too much to ask on a $40,000 vehicle? I guess so.
