Passenger power lock not working

My 94 needed a new hinge due to a hyperextension of the door. I replaced that and the power lock stopped working on that side. I cannot operate it with either the driver or passenger switch. I was very careful not to tug on the wiring that runs into the body, but I think I might have.

Today, I jumped power to the lock actuator and it works. I checked the switch for continuity and that works also. There was also continuity from the switch to the harness that plugs into the actuator on all wires. The window and mirror both work from switches on either side of the vehicle. The lock relay is also good according to the specs in the service manual. I unravelled the tape off of all the wiring in the door and there are no separations between wires.

Where should I start looking for a break in the wiring, or is that even the problem? Any help is greatly appreciated. I'm pretty new to doing any electrical stuff. Thanks

ADD: A re-check of the relay gives no reading on number 12, the wire that feeds to the passenger door lock. All other connections work.
