Passennger rear wheel well rubber coating missing over threads of bolt?

I have a 2018 TRD OR, and while washing the truck, I noticed that the inner wheel well seems to have some slabs of like... melted or painted on rubber coating. It seems to be missing or torn off over where a small bilt thread pokes through, and I'm worries about it rusting over time. On the driver's side this same area had the rubber lining completely covering it so it just looks like a round bump in the rubber. Does anyone know if this rubbwr stuff is for sound only, or rust prevention? And can I buy and apply it myself somehow, or can the dealer do it easily? It looks like long strips of melted on soft rubber...

Funny enough, I was getting my oil changed at the local Toyota dealership, and got a chance to check out a sexy as hell 2018 Land Cruiser.

Not only did this brand new Land Cruiser have the same soundproofing missing from the bolt as I originally complained about on my 4Runner on the passenger rear fender... the driver's side had it, too lol.

So with the amount of QC going on at Toyota, esp at the Tahara plant and on the LC line... I guess I shouldn't be too worried about this.
