PIAA Lamp Recommendation & Setup

I'm strongly considering a Defiant Bar with a four lamp setup and was hoping to receive a recommendation on a PIAA lamp combination that would work in snow and fog, but also uses the additional "driving" lamp.

I don't know whether to use the smaller diameter fogs and larger driving or vice versa. Also, please suggest the placement of each, either inside or outside and let me know what has worked best for you.
