Plugged hole on driver's side rear door rusting?

Is this a normal thing to have there? There isn't one on the passengers side, and doesn't seem to have a purpose. Also, what's the best way to take care of the little bit of rust? Make the hole a bit bigger, paint over it and seal it better? Thanks in advance.

That hole is not present on my 2004.

Also, I would remove the plug and do your best to remove any rust and then treat it with a good rust inhibitor/treatment making sure to get some inside the hole even if you need to use a Q-tip to get it inside better and let dry, and then I would use a little silicone on the plug and reinsert the plug then wipe any excess silicone off, if you think it's better to enlarge the hole and use a bigger plug then do so.

I think that hole is from paintless dent removal... they sometimes drill holes and put those plugs in order to gain access to panels.

Yes, that is a PDR access hole.
