Possible to adjust TPS on Drive by wire?

Using Torque Pro app, I found that my Throttle Position at idle is at 16%, so I removed the cover expecting to find a drive by cable type throttle body, but if course it wasn't. So my question is... is it possible to adjust the position sensor on a drive-by-wire type throttle body? I would like to to get it read under 5% at idle

The throttle position is going to vary depending on target idle speed and conditions. What you're seeing is how far the throttle is open (perecentage). These don't have a separate IAC valve, the throttle body controls idle

So that means it's an absolute position. Other cars I've worked on show close to 0% throttle. And from what I know the ECU needs to see close to 0% to shut off the injectors during deceleration for fuel economy, and as I watch my O2 sensor output it keeps cycling during deceleration which indicates the injectors did not shut off

I am having an issue where the car occasionally won’t accelerate when pushing the pedal but everything seems like its running fine.. if I restart the car it works normal. This is an 03. Is that a similar problem?
