potential purchase, rust & other issues

First time poster. New to the wonderful world of 4Runners, but I think I'm going to like my stay, so to speak.

Interest in the 3rd Gen Sports editions, which are harder to come by, I'm now finding out. Live in Kansas City, MO, but willing to travel for a better option (including Dallas, Nashville, Denver, any place that's within 8 hrs. or so). Found a 2002 Sport 4WD, cloth interior, single CD player listing at $7,900. I'll probably offer around $1K less than that, for reasons I'll describe in a little bit. Reading the very helpful 3rd Gen Buyers Guide on the forums here, I knew that other than the Strawberry/Pink Milkshake issue, I needed to watch out for rust on the vehicle (as with any vehicle of this age). This here are some photos I took of the rear axle, wheels and frame. What do you think? Too much rust? Something to pass on? Or really okay, for what it is?

Additionally, while there doesn't seem to be any accident history, this car was bought by the small husband & wife dealer at auction, so the only vehicle maintenance I've been able to ascertain is through Toyota's website, where the local dealership reported doing two things: lower front ball joint replacement (one of the other major flagged items in the buyers guide) and bulb replacement for the rear tail lights, both happening in 2006 in the low 80,000s, mile-wise. Other than that, I'm in the dark about what has happened with the vehicle, as far as maintenance. Was the radiator replace and the transmission flushed around the same time (points to the strawberry milkshake issue)? I don't know. Has the coolant been flushed at all? Haven't a clue. Have the timing belt and water pump been replaced (after all, the car is nearly 150,000 miles old)? Beats me. Regular oil changes? Hope so.

So... let me know what you think. I was also a little underwhelmed by the car's condition, interior and exterior. Definitely had its share of scrapes and scratches, though no dents that I could tell, even on the bumpers. Interior wasn't the cleanest either, but what can you expect from a 10 year old car? (Actually, that wasn't really a rhetorical question.)

Rust is mainly on the axles correct? My truck is from Lake Tahoe area! Lots of snow, salt and rust. I am planning to spray some oil to prevent corrosion. Body is clean! no rust!
Check the front A/C condenser area (lower) you might find rusted Al fins.

Things to check
1) while the engine is running pull the dip stick out. You should not see any oil or air coming out. If you feel oil/air coming out, bad engine.

2) Check the under body/ chassis for any oil drips

3) Check the timing belt
Slightly open the black plastic cover behind the fan (use 10 mm spanner). See how the belt is. If you can see white letters, belt should be good. To get the complete belt job, with labor you need about $400 - $500. I got mine done for $320. depends on how and where you buy parts and your mechanic.

4) My truck had the original radiator until 2011. If you have the OEM radiator, replace it at 10 years. Any after market radiators, replace it in every 6-8 years. Radiator is around $100

There is more to do.
My friend bought 4x2 2001 4runner (sacramento CA) for $5000.
 
The rust seems minor to me. I've seen a lot worse. It all looks like surface rust and won't cause any problems in many many years. IF you buy it, change the radiator, change ALL fluids, including tranny, diffs, transfer case, oil. Put a new timing belt, water pump, thermostat, tensioners, etc. This way you know that at least everything is new and has been changed at least once.
 
The barometer for the undercarriage rust is along the weld points of the frame, as well as the bell housing. Overall it's fair.

The frame welds appear to just have some medium surface rust, it hasn't even spread yet. The axle has some bad spots, ie: shock and panhard brackets...but it's not that bad. Just needs some TLC...a lot. Hope you like dust in your face!
 
There's no reason to buy a truck that rusty (not that it's really that rusty as far as rust goes) in 2012. Find a good clean one in a dry state and do it right the first time. Colorado is really good for both 4 wheel drive availability and dry cars (or so my experience has been).
 
Looks like surface rust to me, look at my build thread, I got rid of mine pretty easily. I wouldnt worry about it, if anything use it as a bargaining tool like I did.
 
surface rust with the beginnings of pitting and has already pitted in some areas, don't think anything is structurally compromised , but that is more then a piece of scothbrite will fix you need to do some grinding there and then recoat and seal.

personally i wouldn't be buying that one if it where here in washington as we don;t typically get rust like that here, i'd look around a bit more and compare, if that's standard to your area then go with it,fix it and be happy, if not hold out for one that is less rusty, though i admit that's really nothing to worry about, it's just 8~10 hours of your life you'll never get back grinding that down and spraying it.

Wow, thank you, all, for your responses. Actually, after reading the lack of consensus on here as to whether the rust (and additionally the lack of vehicle history) are big enough issues, I'm going to pass. Not simply for that, but also for the fact that... well, the experience of seeing it up close didn't make me excited about the vehicle in the condition that it was in (interior and exterior). And, if I'm not that excited about it, why the heck would I consider plunking down that much for it?

To reply to some, I saw another 4Runner (a 2000) the same day, with about the same amount of rust, which I'm sure is due to down (I don't think Kansas City is PARTICULARLY humid, and we're certainly not by the ocean). I just moved from TX, and think I'll take a trip back there to find my vehicle, as it's hot, dry, and big, which should mean an abundance of vehicles. Also, I'm (and don't judge me) considering the 4th gens. as an alternative. I can probably find one on the edge of my budget, in good condition. I really want something I can drive for years and years, till the wheels fall off, and really take care of. I'm not currently on off-roader, but I'd like to experiment in this area someday... And I also want to tinker with the car itself. I know that's easier with the 3rd gens., and there are more mods and options available, but nevertheless I'm leaning more 4th gen. at the moment.

Problem with KC is the salty winter roads. They aren't as bad as a few hours north, but they do throw down the salt. I would absolutely spend a few hours driving south to find a cleaner example to start with. Then make sure you have a plan to keep it clean or it will look like that after the first winter.
 
What you show in your pics is just surface rust which is no big deal.
The real rust problem is the frame, which rusts from the inside out, so it's not real noticeable until it's bad.
