power door lock problem ( makes click noise )

I have a 1990 22re and my power door locks just make a clicking sound. I checked all the fuses , I tapped on both relays to see if they would start working and nothing. I have pin pointed the clicking down to a breaker right behind the relays. I took it out and the clicking stopped. I cleaned the breaker and reinstalled it and still same clicking sound. Any suggestions on what to do next. Thanks
