Power Steering Flush

I just finished a power steering flush, using the DIY I found on T4R as a reference.

During the first few steps, I noticed that there was very little to nothing fluid in the power steering reservoir :ybrick:. Does this indicate that I may have a leak somewhere in the system? Why else would the level be so low?

Are the particular areas where I can check to see if the system is leaking?

As far as I know power steering rack and inner tie rods would be the two places to check for wetness... Instead of doing a flush I did drain and refill using turkey baster method (used a large syringe instead) and initially my levels were also low and the fluid was really dark but I didn't notice any leaks... Good Luck!
 
I crawled under the 4runner and located the rack. Both boots are discolored but don't show signs of fresh fluid. There is dirt/sludge along the rack so I'm going to hit it with some degreaser tomorrow to clean it up then drive around to see where the leak is coming from. I already used brake cleaner to get the heavy stuff off.

Are there any other ways to pinpoint a rack leak? Is it safe to use degreaser on the entire rack?
