Powersteering pump whines when brakes applied

hey everybody,
I am sure someone here has seen this issue before.
91 3.0 W autotrans. 200 k miles. i'm fairly new into 4 runners - but have now aquired 3 to use as field vehicles for biological research teams.
so the powersteering pump started to leak on the 91. and whine too! I also noticed that the whine got worse when I hit the brakes. By the time i got it back to my home base - it was powersteering by ARMSTRONG, and the brakes whinning and pulsing on very application!
I made sure the whine was coming from the pump, it was in both cases, so i put on a new PS pump.
the leak is gone - the powersteering whines a bit less - but I still have no powwer assist - the wheel binds up and wont go full left , and the brakes are howling. I know that the brakes booster system is suposed to begetting a vacuum boost fronm the pump, and that seems to be happening at least a little. i also figure that the rear antilock brake system must be involved some wayt some how.

Any ideas? I need my powersteering and brakes back to full function!

The ABS system does work with the PS pump.

That's incorrect. However the PS pump does have vac lines that work to increase idle RPMs when the steering is at full lock, which loads down the engine.

Your problem may be with the ABS system. Have you checked to see if any CEL error codes have been generated?

nope, but if you can tell me what a CEL code is, and how to do it - I'll get right on it. The rear ABS light is on.

Do I have to jump across 2 connections and count flashes?
