Proper Ways to "Clean Up" the 4-Runner

Hey,

I am hoping for some great advice on how to do the following in the best way and make my 4-Runner look great:

I want to:

1. Completely clean off the Rust that has accumulated both under the plastics and on the sides of the Running boards - How do I get the plastic covers off properly and what is best way to clean it up and make it look great again?

2. Clean off the rust marks that have appeared on the roof rack as well...

3. Really clean up all scratch marks and nicks on the body of the Black Truck and then give it a GREAT wash / wax..Again, looking for some good advce.

I am not a "gear head" so to say, so please excuse my ignorance on this...

I want my truck to look as GREAT once again as it can..I have neglected it for too long!
