I am considering purchasing a 99 with 176,000 miles and a manual transmission.

Are there certain things I should look for when inspecting the vehicle/speaking with the owner?

timing belt/other maintenance

With that kind of mileage should have had perhaps 2 timing belt changes by now and the water pump is generally done at the same time.

Ask to see the maintenance records-look for frequency of oil changes and documentation of same. Rear axle seals are another problem area on these 3rd gens.-look for oily residue on the inside of the rear drums-climb underneath or ask to have it inspected on a lift.

Take it to a certified Toyota shop and use their suggestions for repairs as a bargaining tool to negotiate price.
 
Thanks for pointing out the rear axle seals and will definitely check out the maintenance records and take to my trusted Toyota mechanics.
