Questions regarding HID Upgrade Kits

I know there have been posts before about this but does anyone know the best solution for an HID Upgrade Kit for 2003 4Runner or if it is even worth it

I saw someone mentioned this site:

I thought that the Department of Transportation passed a rule making it illegal to sell HID kits -- is that incorrect information?
