Radiant heat in footwell

If you don't have the heater on, why would those lines have hot coolant in them?.....the valving doesn't stop the circulation somewhere under the hood? On my old Truck it shuts off at the firewall.

Good question, but I noticed it in the middle of the summer both with and without the AC running. Never turned on the heater since I've owned it.
