rear brake / anti lock problem

I have a 2003 4runner that mainly serves as a back up vehicle and sits in the garage.

A couple years ago a pack rat got under the hood and ate the anti lock wires. I didn't worry about it for a few different reasons.

I just put new rear tires on and see that the brake rotors on both sides are very rusty and need to be replaced. Obviously the rear brakes are not working.

Question, would the cut wires stop the brake from working? or is it going to be a mechanical issue. I will probably be looking at new calipers as well.

I don't think it would stop the rear brakes from working entirely but could be working at very reduced pressure, the ABS system is part of the power assist of the braking system.

I would get the wires fixed/spliced back together!
