Rear bumper removal

Good evening
Yesterday I noticed that my rear bumper on the passenger side looked odd. Upon closer inspection there seems to be more of a gap between the rear bumper and the panel above it. It seemed like it got bumped and pushed out of place, but when I opened the tailgate, I noticed that the top fastener screw was loose. I think that is what is causing the gap because when I push it in a bit, the gap disappears. I tried to tighten it, but it wouldn't pull, so I tried to back it out to start from scratch. That didn't work either. Is there some trick to getting those screws out?

Sorry, it's a 2006 Sport. Can't take pictures at this time, but it's the screw that is the same height as the tail light inside, but the tailgate frame. Black screw with what looks like a black, maybe plastic washer.
I'll have more time to look tomorrow, I just thought I'd post a quick question in case someone else has had a similar issue. I didn't see anything in the few threads about bumper removal.
